Beyond that, the insulation underneath needs to be dry and the deck needs to be structurally sound. Those are the three gates. If all three pass, a recover is usually the better value. If any one fails, it is not available at any price.

Why moisture decides it
Installing a new system over saturated insulation traps that water permanently against the deck.
